Attorney General Jeff Landry Arrests Sex Offender on 100 Counts of Child Pornography

Two Other NWLA Men Arrested on Child Exploitation Charges

BATON ROUGE, LA – Attorney General Jeff Landry today announced the child pornography arrests of a registered sex offender and two other Northwest Louisiana men. 

“People who intend to exploit and harm our children will be brought to justice,” said Attorney General Jeff Landry. “Our office is committed to investigating and arresting those who prey on our State's most innocent and vulnerable.”

Jeffrey Payne, 52 of Shreveport, was arrested on 100 counts of Possession of Sexual Abuse Images and/or videos of children (under the age of 13). Payne is a registered sex offender who was previously convicted of child pornography.

Payne was arrested and booked into the Caddo Parish Correctional Center following a joint investigation between the Louisiana Bureau of Investigation (LBI) Cyber Crime Unit, Homeland Security Investigation, Louisiana State Police, Federal Bureau of Investigation, the Bossier City Marshal’s Office, the Caddo Parish Sheriff’s Office, the Shreveport Police Department, and the East Baton Rouge Parish Sheriff’s Office.

General Landry is asking the public to please call the Louisiana Bureau of Investigation at 800-256-4506 if they have information on other possible victims of Payne. Callers do not have to give their names.

Murray Bamburg, 44 of Shreveport, was arrested on two counts of Possession of Sexual Abuse Images and/or videos of children. Michael Gonyea, 40 of Bossier City, was arrested on one count of Possession of Sexual Abuse Images and/or videos of children (under the age of 13). They were also arrested and booked into the Caddo Parish Correctional Center.
